why is it some players are sitting in map away,not shopping, yet cant be attacked even though it says available to attack?

what good is it to have a game where you can attack people, only to make it so you cant attack them?😡

maybe he just got out of game or ect.... u need to wait 15 mins i think for next available attack

no the button lights up to attack player, but when you click the button it does nothing for about 1 minute then it says,"player unaviliable for attack". this went on for about an hour, i kept going back to see if i could attack him, but it never let me.
