nice idea, but if they do it, it will cost more and it will be more unfair for nocashers coz many times the prize of arts in market will go down

Might happen but....it will shake the art market what if you get platinum Legendary sureshot Big Gun Number One for only 2000 cash? And only cashers would afford even it. This does'nt look like a good idea to me.And you only want it so you can give them to your low level accounts for full arts build because you have very much cash in your prime account
Maybe if you put cash according to skill and rank for example
1 Rank 20 Skill=300 Enkord
15 Rank 20 skill=4500 Enkord
1 Rank 120 Skill=1333 Enkord
......
......
15 Rank 120 Skill=20000 Enkord

Do you ever find a G11 Art in a Golden box(Lost beach) then why put So much luck range? and they are 8 Weapons in each 20 skills its hardly possible to get same weapon art even in 2 boxes
lets do some math
8x12=96 normal weapons total...+6 melee weapons and 11 armours
113 converting into 100%=0.96
Each weapons has 0.88
So you mad bro? you cant possibly get 1 weapon twice and lets look at 60 skill + weapons
8x6=48+ 3 melee weapons and 4 armours
=55
0.88x55=48.40
A level 1 has chance of buying a 60 skill+ of 48.04😲

maybe if you can tweak it like you get gifts according to your level then the suggestion might be acceptable
but this Requires alot of WORK
