today with my cousin account i was with 2 arts and i atked someone i was wearing shiny 30% res and and he hit frag on unit that wear shiny and it has 2xsplash it didnt hit at head and it hitted 84 and frags max dmg at lvl 27 155 or 154 and he didnt crt 2 my 2xsplash 20% res and shiny 30% res that mean 50% res if we made 155/2 it goes 77.5 that means that there is bug with dmg so fix it

Hmmm, u calc is right i think. So how nade hited 84!? @_@`
One time i shoted 50 whit P90 in one imp. swat armor of sick-of-school.
And in this game i killed he 16 AP, whit 6 P90 Shot, i was seeing he, but he don't sawed me.

Is it possible that this 84 shot would have originally been a 168 crit but your damage resistance split it in half.
The player you attacked might've used a clan perk to disable your resistance as well.

Your calculation is wrong. You can not add up damage resist with splash resist. These are different resistances and therefore are calculated separately.
Correct calculation:
(155 (max damage) * 70% (30% resist of shiny)) * 80% (20% splash resist) = 86,7 = ~87 (max damage of non critical frag).
