Correct me if I'm wrong; the maximum AP a unit can have is 19 (14 AP, 5 MP).

Again, correct me if I'm wrong; the earliest you can have 19 AP is at level 39, however, you will only have 13 weight.

You can have 14 Ap and 5 Mp or 15 Ap and 2Mp <<--(sounds cool for 5 hits with laser but weak unit 😝)

It really depends.
NORMAL ACTION POINTS:
Maximum AP that a unit may have is 15.
Submachine gun perk tree gives you 2 extra ap, but cuts your weigth on 40 kilos.
Shotgun perk tree gives you 1 extra ap, but cuts your weigth on 10 kilos
MOVEMENT POINTS:
Maximum MovAP that a unit may have its 5
Melee perk tree gives you 3 extra movement ap, but cuts 1 AP of your own
Shotgun perk tree gives you 1 extra movement AP
Assault perk tree gives you 1 extra movement AP, but cuts your lifepoints for 20
SO in total you can have a MAXIMUM of 19 ap. 14 real ones + 5 movement ap.
Also remember that there is a extra AP that you can have per game, if your clan posess it
