In my experience, moderators take the actions as prescribed by the situation. As a former moderator, I silenced in multiples of 120, 240, or 520 minutes multiplied by the severity of the issue. Most times, when alternate accounts would badger me and curse my name- to me (after having been silenced)... I would then multiply that number by 5 then 10. Equaling up to 720 minutes to 1200 minutes. In extreme circumstances I would apply my max, 2440 minutes. Another example - If one person in general chat is muted, the subsequent offender (if violating the rules for the sake of getting my attention, post-mute of the first offender) would receive a multiple of 2x to 4x.
So in short, moderators don't simply throw "random" times for mutes; instead the situation is judged and the correct punishment is applied.

i do remember you as a moderator, so i can clearly say that moderators nowadays are totally different from the ones before,
moderators nowadays are gunrox addicted players, too many discrimination and punishments out of grudge and hatred,
