No, that is not fake.
First of all, a naked level 50 can kill a full armed level 23 very easy. Even if the 23 would be full arts, it would be very hard fight because HRON has voltron perks. And you never know, if a player is really naked or just hiding his items.
And as Young-Money already said, this is a common trick done to collect fast easy wins and improve rank.
Only way to prove a fake fight is by a moderator actually watching the game.
