I think you have to take into account that this game was a discontinuous development, i.e., to be effective at ALL times, you need to reset and change your weapons according to what's available in your level (and honestly, most ppl won't get to lvl 30); for instance, milkors rules until lvl 20, but after that, i feel like range (vinto, sig) give you a better advantage.
Think about the money you want to spend and the type of gameplay you like.
Nevertheless, in my opinion, a doc, explosives and long range weapons are always good in the long run. AP is very good indeed, but, in the beginning, a balance between HP and AP is preferable (again, i'm speaking from my point of view). In the long run, AP is crucial.
